Wolt: "Ghost Grocery," a New Term in Licensing

Wolt's distribution centers are grocery stores with no public admission, an activity not defined in the business-licensing order. Together with them we coined the term "ghost grocery" and guided the licensing of several branches.
The Challenge
The food distribution and dispatch sites operate like a grocery store, but without customers entering. The business-licensing order does not recognize this kind of activity, and it was unclear which licensing item applied.
What We Did
Working through the process with the company, we formed a definition for the activity, "ghost grocery": a grocery-store licensing item with no public admission. Based on this definition, we guided the licensing of the branches.
The Result
Several branches went through a defined, clear licensing framework, for a business type that previously had no place in the order.
